Conservative Party of Canada's Rahim Jaffer, 34, first
elected from the province of Alberta to the Canadian
Parliament in 1997, believes if his party could win a
majority in the January 23 elections, it would reform
the immigration system and mend relations with the
powerful neighbour to the south. And that's not just an
empty election promise, he emphasizes, because he has
been working on it for years in the Opposition.
In this 39th election, his party, led by Stephen Harper,
is fielding almost the same number of South Asians as
the Liberal Party of the beleaguered Prime Minister Paul
Martin.
"Since the last election, more and more people have
become more familiar with our leader (Stephen Harper),
with our party, and many of our policies, and I think
that is having a positive impact," Jaffer told News
India-Times in an interview.

To respond to a longstanding
demand of persons of Indian origin who are now nationals
of other countries, the Hon’ble Prime Minister of India
had announced, on the occasion of the Pravasi Bharatiya
Divas 2005, the Government of India’s intention to grant
dual citizenship to such nationals of certain countries,
the laws of which permit such a facility for their
citizens. This has now been given legal backing by the
Indian Parliament with the approval of Citizenship
(Amendment) Act 2005. The Scheme is called “Overseas
Citizenship of India”. 2. Under the said scheme, a
Registration Certificate, like an Indian passport though
in a different colour, will be issued to the applicant.
A multiple entry, multi-purpose OCI ‘U’ (Universal) visa
sticker will be pasted on the applicant’s foreign
passport.
These two documents will have the applicant’s
photograph, and all the necessary security features.

border crossing initiative is a step in the right
direction
Council Warns that More Action Must Be Taken on
US-Canada Cross Border Initiatives
VANCOUVER, Jan. 17 /CNW/ - The Council of Tourism
Associations of BC (COTA) welcomes news of US border
crossing initiatives to encourage travelers from the US
to Canada, but warns that it may not be enough to
address border crossing issues.
In an advisory released this morning, the US Department
of State and Department of Homeland Security outlined a
secure, less expensive passport card for US land
borders. The card, which will be issued in late 2006,
will serve as an alternative to the traditional
passport, which is more expensive.

CBS anchor Walter Cronkite has urged U.S. news anchors
to call for an end to the war in Iraq.
His appeal, made during an appearance before North
American TV critics in Pasadena, Calif., called to mind
his 1968 conclusion that the Vietnam War was unwinnable.
Cronkite, then known as "the most trusted man in
America," had returned from a visit to Vietnam during
the Tet offensive when he briefly set aside his
objectivity to talk about the war. His verdict was that
the war was unwinnable and that the U.S. should exit.

Subject: Waking up in non-Goa
It might be that most Goans (locals and NRGs) are asleep
to the changes happening in Goa. Last week I was finally
served by a Goan waiter in Goa after several days of
eating out. Where have all the Goan waiters gone? I asked
one restaurant owner (a non-Goan) why there were no Goan
waiters.
He said they took too much time off and were unreliable. I
did not see any Goan waitresses which is another story
too.
I would like to think that Goan waiters have moved up the
labour ladder,
perhaps to more skill full and better paying professions
and jobs. Alas, that is probably not the case as we
slumber in the land that once was Goa.
Jobs and economic opportunity should be open to all (Goans
and non-Goans)
but there is something terribly wrong when the ratio is
absolutely lop-sided against Goans. Regards, George.

George: Your posting (of Jan. 11, see below) reflects the
anguish that many of us feel over Goans relinquishing Goa
to non-Goans.
When my family and I visited Goa in 1998, my uncle was
lamenting the fact that Goa was no longer GOAN. He's been
living in Goa ever since his retirement sometime in the
late '60s.
If memory serves me right, Goa was "annexed" in 1961 -
that's over 45 years ago. I recall that when this happened
there was very little resistance by the locals. Over the
years there appears to be very little sentiment for a
separatist identity, except perhaps from us expats.
The Goan Diaspora began over 100 years ago. There are more
Goans worldwide than in Goa itself. Despite their "susegad"
reputation, Goans have been tremendously successful
worldwide.
But observations like you noted and those that I observed
for myself, makes me feel that perhaps it is time for us,
NRGs, to accept the fact that Goa is now an integral part
of India and is going to share with India a future that is
common to the nation. Right now this future for India
looks extraordinarily bright. Undoubtedly, Goans will play
an important role in this - not only in Goa and other
states in India but also in the other countries that they
are residents of.

'Parish partakes in mission of
Church'
PANJIM,
Jan 18: Archbishop-Patriarch Filipe Neri Ferrao on Wednesday
(Jan 18) reminded the catholic community that a parish is a
place where the faithful grow in faith and take part in the
mission of the universal Catholic church. He was delivering
his homily during the Eucharistic Celebration to mark the
elevation of the Holy Family Chapel at Alto-Porvorim to that
of a Church. The new parish of the Holy Family, which
comprises the nine zones of the erstwhile parishes of
Socorro, Salvador do Mundo, Penha da Franca, Reis Magos and
Pilerne, will now be part of the Mapusa deanery. The Holy
Family Chaplain Fr Anand da Gama Pais was appointed the first
parish priest of the newly erected Holy Family church. (H)

Goan students lack
competitive spirit: education secretary
PANAJI, Jan 18: Making his observations on
education scenario in Goa, the Education secretary, Mr Santosh
Vaidhya, today said the "signs of weaknesses" in state
education system include poor performance of local students in
competitive examinations like civil service, GIM and JEE,
disparity between books of the Goa Board and those prescribed
by the National Council for Educational Research and Training,
and also non-competitive attitude as visible form the recent
opposition to Goa common entrance test. Mr Vaidya, in his
presentation on the second day of the conference on the theme
'Universalisation of secondary education - role of boards of
school education' said competitiveness which is required in

Heated arguments broke out among the office-bearers of the
Nationalist Congress Party over the functioning of the Rane-led
government with some members even demanding the resignation
of both, Deputy Chief Minister Dr Wilfred de Souza and
Agriculture Minister Mickky Pacheco from the ministry. As
members demanded that a leader having guts be appointed as
the NCP president, Dr de Souza stoutly refused to resign
either from the Cabinet or as the state president, assuring
them their problems would not be resolved by such a drastic

Goa Carnival to attract tourists
PANJIM: A
three-day Goa Carnival would be held from February 25 to 28,
with float parades planned in important cities of the state,
including Panjim. "In Panaji, we expect at least 50,000
people to witness the float parade and the crowd will
comprise a sizeable number of tourists who would come to Goa
specially for the Carnival," said Surendra Furtado, Chairman,

'20-year-old girl killed in mishap
PANJIM: Shama
Uday Shirodkar, 20, a resident of Shiroda and a student of
Goa College of Music, Altinho, was killed after she was
thrown off a two-wheeler and collided against a roadside
electricity pole at Neura yesterday evening. According to the
police, Shama was returning home after attending the two-day
Yuva Mahotsav at Pilar. Shama, a talented artist was studying
in BPA First Year, harmonium. She was immediately rushed to
the GMC College and Hospital where she was declared dead.

Frederick Rodrigues and KBM president Bhiku Naik jointly
expressed their deep condolences on the sad demise of Shama

message from 1967 Opinion Poll
Excerpts
The fortieth anniversary year of Goa's historic and unique
Opinion Poll begins from today. If Goa, despite all its
political and social problems and conflicts, has still
managed to attain developmentally the first rank in India,
then the credit goes to all those stalwarts who worked
untiringly to clinch the verdict of India's first and only
plebiscite in favour of Goa's separate political
identity...... But the Goa of 2006 is absolutely different
from Goa of 1967. The innocence has ended. The age of greed,
socially sanctified corruption and mutual suspicion has
begun. If Opinion Poll victory was all about Goa's unique
identity, then today it is being auctioned. Nostalgic
celebrations would not wipe out the tears from the eyes of
the women of Saleli or would help to declare the Dhangar/Gouly
community as Scheduled Tribe or guarantee gainful employment
for the one lakh educated unemployed. The message from
Opinion Poll 1967 was clear - deserve the victory, qualify
for it, by proving yourself worthy of the separate and unique
identity for which people of one blood fought so bitterly.
But somewhere on the way Goa and Goans have permanently lost
their mission after 1967.

CELEBRATE GOA in
California

CELEBRATE GOA is a one day
festival to be held at the India Community Center in
Milpitas, California, on Sunday, March 19, 2006 from
11:30am-3:30pm. Goa Sudharop, a non-profit volunteer
organization, is coordinating the event which will showcase
certain cultural aspects of Goa. There will be cultural
performances by Goan children, adults, Portuguese and
Konkani groups. The event is meant to promote greater
awareness of Goa and Goan culture in the San Francisco Bay
Area community. In addition, the event will showcase work
done in the Goan non-profit sector.
The one-day event is open to all (Goans and non-Goans).
Goans will enjoy reliving some of their cultural traditions
and non-Goans will have an opportunity to learn about Goa's
fabled culture.
During the month of March a Goa exhibit organized by Goa
Sudharop will also be held at the India Community Center (http://www.indiacc.org/)
which is located at 555 Los Coches Street, Milpitas, CA
95035, USA.
All are invited, admission is free. Lunch and tea (optional)
will be served at a nominal cost. Please mark your calendars
and we look forward to seeing you.

Survey Results Released by Canadian Cancer Society
TORONTO, Jan. 12 /CNW/
- When asked if anyone has smoked in
their homes in the past week, almost four out of five (78 per
cent) Canadians reported that their homes had been smoke-free.
This included 48 per cent of homes with one or more smokers and
94 per cent of homes without smokers.
These results come from a new national survey released today by
the Canadian Cancer Society on the eve of National Non-Smoking
Week (January 15 to 21). The survey also found that the majority
of Canadians don't allow smoking in their vehicles.
Seventy per cent of Canadians who have one vehicle say they
never allow smoking in the vehicle.

companies are women, according to leading executive search firm

numbers speak volumes as to how much action - or inaction - has

devoid of its bulb, is staring at me like the hollow eyes of a

Canadians getting dangerously
fatter, study says

Canadians are having a hard time cutting the fat, so much
so that the rate of the most dangerous form of obesity has
risen to its highest level in 13 years, a new study
suggests.
The number of morbidly obese Canadians increased from 0.3
per cent to 1.3 per cent between 1990 and 2003, according
to the study by researchers at Queen's University in
Kingston, Ont.
The study is published in the Canadian Medical Association
Journal released Tuesday.
Health Canada measures obesity with the body mass index
(BMI), which is calculated using weight and height. A
person is considered overweight if the BMI is over 25, and
obese if it exceeds 30.
According to Statistics Canada, about 5.5 million adult
Canadians (or 23 per cent of the population) and 500,000
children under 17 (eight per cent) were obese in 2004.

the success and risks facing Canada's Professional Service
industry, a key economic sector, forecasts ongoing
success, but also points to warning signs that must be

Aspirin protects women from stroke, men from heart attack
Report
based on: Journal of American Medical Association
Taking aspirin can reduce
cardiovascular risks, but protects men more from heart
attack and women more from stroke, according to a research
led by Dr. Jeffrey Berger, of six randomized clinical
trials of aspirin involving over 95,000 patients.
The results showed that aspirin use lowers women's risk of
suffering a stroke by 17% while reducing men's chances of
a heart attack by 32%."
Taking aspirin protects men and women in different ways.
Taking aspirin does significantly reduce cardiovascular
risks, but protects men more from heart attack and women
more from stroke, according to a new analysis.
Researchers led by Dr. Jeffrey Berger, a cardiologist at
Duke University Medical Center (Durham, North Carolina) in
the U.S., combined results from six different randomized
clinical trials of aspirin, involving more than 95,000
patients with no prior heart problems.
