Immigration Program Under Stress

Immigration Minister Monte Solberg at the Public Policy
Forum conference on immigration in Toronto, March 20.
Citizenship And Immigration Canada does some things very
well. But I think it's safe to say that there are many
areas where more work is needed. Today the immigration
program is under stress. Newcomers wait too long to come
here. Applications in many cases are not processed fast
enough. Many newcomers have trouble finding work that
allows them to fully use their skills and experience.
Their unemployment and underemployment represent more
than just a drag on Canada's productivity. It is a human
tragedy and basic decency dictates that it not be
allowed to continue.

Pandemic
influenza communications campaign:
Health Minister launches
one-stop pandemic influenza web site and new information
resources for Canadians
OTTAWA, March 27 /CNW Telbec/ - Health
Minister Tony Clement today launched a new web-based
resource on pandemic influenza that will give Canadians
access to a one-stop source of information on pandemic
influenza and Canada's preparedness. The Minister also
unveiled public information materials to be distributed
to doctors and pharmacists across the country to assist
them in answering questions from the their patients and
clients on pandemic influenza.
The web site www.pandemicinfluenza.gc.ca brings together
information from across the Government of Canada's
departments and agencies, providing a central web site
for information on Canada's pandemic influenza plan and
other public health measures to protect Canadians.

Canadian Doctors of Indian Heritage come together via
New Association

TORONTO | For the first time
in its history the American Association of Physicians of
Indian Origin (AAPI) will hold their semi-annual meeting
outside of the United States. It will be held in Toronto
and that event also marks the inaugural conference of
its new cousin, the Canadian Association of Physicians
of Indian Heritage (CAPIH). AAPI president Dr. Vijay
Koli and Dr. Joseph Kurian (PhD), president and CEO of
Alpha Laboratories of Toronto, thought Indian-Canadian
physicians would benefit from an association like AAPI.
A teleconference in October 2004 with Canadian
colleagues, including past Canadian Medical Association
president Dr. Sunil Patel, confirmed the idea had merit.
On Nov. 2, 2005, CAPIH was constituted and incorporated.

Commonwealth Games
A Success

MELBOURNE,
Australia (CP) - Canada took aim at winning 100 medals
and finishing among the top three countries at the 2006
Commonwealth Games. It hit half the target. After 11
days of competition in 16 sports, Canada ended up with
86 medals (26 gold, 29 silver, 31 bronze), good enough
for third in the overall tally behind the powerhouse
Australians and England.
Canadian chef de mission Ross Outerbridge admitted
officials may have been overly optimistic with their
three-digit medal expectations, especially when many
Canadian athletes were just beginning their competitive
seasons.
But he says the team's performance at the Games bodes
well for the future.

Pakistan 3-0 to bag Commonwealth hockey gold medal
MELBOURNE: Olympic champions Australia won their third
successive Commonwealth Games men’s field hockey title
with a 3-0 victory over Pakistan here on Sunday. Liam De
Young put the Kookaburras ahead in the 18th minute
before Luke Doerner and Jamie Dwyer scored in the second
half to seal their team’s emphatic win.
Malaysia, meanwhile, capped their rapid improvement
through the Games by taking the bronze medal with a 2-0
win over England.

The word 'priest' if I
am not mistaken, derives from the Greek word meaning
'elder'. Christ often used the word priest as 'shepherd'.
There have been approximately 15,000 Goan priests in the
last 300 years, and approximately 2,000 nuns. Their work
historically was understood in the context of elder and
shepherd. However, in the last 40 years or so, some in Goa have
become active in social justice issues, reflecting a
world-wide trend. Post-Vatican II, they have crossed the
road and commune with the laity, a good thing. I could be
very wrong, but in 50 years or so, I can see service and
social justice as their primary role, with scholarship a
very minor activity. I agree with Basilio, Goan priests
(and nuns) are an imperfect lot - just like the rest of
us. Long Live Imperfection.

A
New Foreign Policy Direction for Canada
"DREAMLAND: How Canada's
Pretend Foreign Policy Has Undermined Sovereignty" by Roy
Rempel Presented by the Breakout Educational Network and
the Queen'sUniversity School of Policy Studies
TORONTO, March 30 /CNW/
- Does the world need more "Canada"? Indeed, does the
world really want more "Canada"? In his new book,
Dreamland, Roy Rempel, author and policy advisor, asserts
that Canada's international significance is declining and
that Canadians have come to believe in a false global
identity. He traces the roots of this fallacy through
Canada's foreign policy and the fantasy world it has
created for Canadians.
In the foreword to his Government's 2005 International
Policy Statement, former Prime Minister Paul Martin noted
that: "independent countries like Canada - countries with
small populations - risk being swept aside,
their influence diminished, their ability to compete
hampered. This may sound dramatic, but the stakes are that
high".
However, "the stakes are that high" because Canada's decline is about much
more than a simple loss of influence. And the causes go
beyond a general unwillingness to invest in international
policy capabilities. Canadians have come to believe that
"playing a role" or "expressing national values" is the
raison d'etre of foreign policy and that foreign policy is
solely about such things as peacekeeping, aid in Africa or
diplomacy at the UN.
But while this may sound good to many, Rempel argues it
has done Canada a great disservice. This ideological
approach to foreign policy has neglected the country's
real national interests. Rempel reasons that what Canada
urgently requires is a foreign policy that puts the
national interest first. For Canada, this means
cultivating our relationship with the United States to
ensure that we remain a partner, rather than becoming a
protectorate in North America, where the U.S. would assume
control over Canada's security.
Dreamland provides a blueprint for moving Canada's foreign
policy in a new direction that advances the collective
interests of all Canadians and ensures that Canada won't
simply be "swept aside".

"New avenues for tourism in
Goa".
PANJIM, Mar 29: Goa
should focus on promoting planned medical tourism, according
to the professionals in the tourism and health sector. Demerg
System India, a company offering web-based solutions, today
organised a convention at Panjim titled "New avenues for
tourism in Goa". Tim D'Mello, Managing Director of Demerg
Systems, said, "Goa needs to take
the lead and show what health tourism means. Goa is a natural
magnet for tourists from the West. However, in Goa, medical
tourism is not at par with some of the metros, D'Mello felt.
Pamela Mascarenhas, Deputy Director of Tourism said that
during conferences in the UK, the department informed that Goa
has the medical facilities. Demerg systems plan to organise a
conference on health tourism in April 2007 to discuss various

Ace fashion designer Wendell Rodricks used the platform of the
ongoing Lakme Fashion Week here to pay tributes to Isadora
Duncan - the pioneer of modern dance. Calling his presentation
"Isadora in India", Rodricks showcased clothing that was
reflective of the culture of dance in the country. "...My
clothes are just that, clothing for dance - wearable and
simple and yet dramatic."

Marna Catholics show the
way

SIOLIM: While a huge
and cry is being raised over the inconvenience cause by
religious places lying by the roadside, a path-breaking
decision taken by a section of the Siolim parishioners to
relocate a quaint roadside chapel dedicated to Our Lady of
Sorrows played an important role in strengthening the
religiosity of the residents of Cruz Vaddo and Noronha Vaddo.
Letting better sense prevail and inspired by the guidelines of
the Synodal document, it was decided that the chapel be
relocated in the same property. The new chapel, built on the
same strip of donated property, is much more spacious and well
away from the main road. The chapel was designed by Arch
Agnelo D'Oliveira, while Alec Madeira executed the construction

CONSTABLE SHOOTS HIMSELF TO
DEATH
PANJIM:
Vaibhav Vaingakar, a police constable, allegedly shot himself
to death, at Mary Immaculate High School in Panjim. The
28-year-old constable, who was attached to Bicholim police,
was posted in the North District Reserve Line Force and was on
duty at Std XII examination papers evaluation centre.
According to Panjim town PI Mahesh Gaonkar, Vaibhav picked up
his .303 service rifle, rested the handle on the wall and
thrust its muzzle onto his chest. A wooden stick was used to
pull the trigger. Vaibhav chose this extreme step because he
felt he was a failure in life. The bullet passed through his
body and zipped across the room and ricocheted off a pillar.
Vaibhav left behind two notes: one addressed to his parents
stating "I am extremely sorry and nobody is responsible for
this. I have no right to live." The second note, addressed to
his brother-in-law, said, "What have I thought and what am I
living. Nothing came true and nothing I've got, but only
dreams I had of the future. I'm lonely, I've nobody with me,
only dreams." Early next morning at around 7 am, the school
watchman, Ibrahim Khan, was shocked to see a policeman lying
in a pool of blood.

It is with great sadness we
announce the passing of Conceicao Maria Coutinho, our
beloved mother and grandmother, on Wednesday March 29th,
2006. Devoted and loving wife of the late Sebastiao Coutinho.
Dear mother of Manuel (Barbara) Coutinho; Leocadia (Joseph)
Barreto; and Yolanda (Gildo) Fernandes. Cherished
grandmother of the late Savio Barreto; Michelle (Jeremy)
Pereira; Jude Fernandes; Neil Coutinho; and Elaine Fernandes.
Visitation will be held at
Chapel Ridge Funeral Home, 8911 Woodbine Ave., Markham,
(905-305-8508) on Sunday April 2nd, 2006, from 1:00-2:30
p.m. and 7:00-9:00 p.m. A funeral mass will be held on
Monday April 3rd, 2006 at 11:00 a.m. at St. Barnabas Church,
10 Washburn Way, Scarborough. Interment to follow at
Beechwood Cemetery, 7241 Jane St., Concord.
To join her in her courageous fight against Asthma, Diabetes
and Heart Disease, donations in her memory will gratefully
be accepted by the Lung Association; Diabetes Foundation;
and Heart and Stroke Foundation.
Many thanks for the care and support provided by the staff
at Peter and Paul Nursing Home over the past 3½ years and at
the Rouge Valley Centenary hospital in her final days.

Easter Greetings
On behalf of our Executive Committee, I am pleased to send
out special Easter greetings to all our members, especially
those who have helped and supported us in achieving the
formation of our Association since its inception 10 months
ago.
Without the enthusiastic and ready support of all my
co-coordinating committee and endless hours of planning for
the last 10 months, nothing could have come to fruition.
Therefore, I am proud to report that we started off with a
ground zero base, then at the next general meeting, we had
65 members and now it has soared to at least 300+ and is

Dear Family and Friends,
It's me...soliciting again...this time for a cause that I'm
personally connected to.
This July, it will be 12 years since I first became ill and
was subsequently diagnosed with Multiple
Sclerosis.
Instead of writing about the toll (visible and 'hidden')
that MS has taken on me over the years, I would like
to measure time's passing with all that's
positive in my life...such as the
steadfast love and support of my dear family; treasured
friendships both old and new;
prayers said on my behalf; hope
that faith has sustained; liberating laughter; and countless
other blessings that have been bestowed on me and my life.
I am truly one of the lucky ones. But there are many with MS
who have not been so fortunate. I am WALKing for them this
year, because "There, but for the grace of God go...".
I understand that many of us have our favourite charities
that we support and that no one can possibly support every
worthy cause.

market in India is hotter than a flame-throwing chicken
vindaloo these days. It's the result of the natural demand
fostered by the increase in software and call-centre business,
combined with a shortage of office space. India has less total
office space than Shanghai and Beijing, about 70-million square
feet of A-grade space. Demand has doubled annually since 2002,
according to PricewaterhouseCoopers' Global Real Estate report.
Then, there's a bit of a bubble. The sector is growing at the
rate of 30 per cent annually, and already, in the first half of
this year transactions have increased by 20 per cent over last
year, according to Jones Lang Lasalles. That growth is mostly
in the cities: Mumbai, Bangalore, New Delhi and Hyderabad. A
typical example is Gurgaon, a suburb of Delhi, where property
prices have increased by up to 50 per cent in the last 18
months.

talent from the far east. Full of flair and bursting with
energy, this fruit is certain to give its team-mates a
lift.
And its name? Mangifera indica - the mango.
New research has found the tropical fruit to be the
ultimate half-time reviver.
It has three times as much carbohydrate (the body's main
energy source) as oranges and gets energy to the muscles a
fifth faster.

A hundred thousand years ago, the
choice was simple when it came to a drink ? there was no
choice. It was water or nothing.
What a different world we live in today. Diet soft drinks,
ice teas, fruit juices, coolers... Every year, about 1,000
new beverages come onto the market, targeting our rising
incomes and our innate fondness for anything sweet.
And they're changing they way we get our nutrients. Over
the past 20 years, we?ve added between 630 kilojoules (150
calories) and 1260 kilojoules (300 calories) to our daily
diet ? and half of this additional amount is from drinks.
About 20 per cent of our total energy intake now comes
from beverages.

Water the winner
Top of the list is
water, they said. It has no kilojoules at all - though no
nutrients either, but that's not a problem. Ideally, we'd
drink only water and let the nutrients come from a
balanced food diet. This was, after all, how our bodies
naturally evolved.
How much water? There's no recommended amount. Drink when
you feel thirsty, the researchers advise. It's almost
impossible to drink too much ? the kidneys excrete the
excess out almost straight away.
But water is also tasteless and it's not much of a reason
to get together with those old friends. ?I know a great
little garden tap? isn?t much of an invitation. What about
the alternatives?
Next best, from the point of view of health is tea. Both
black and green tea contain antioxidants and studies have
shown them to lower the risk of heart disease and possibly
cancer.

Low fat milk
Next on the list
are low fat milk products; low fat (1.5 per cent or 1 per
cent) and skim milk. They're a good source of protein and
of calcium and Vitamin D ? a high milk intake is
associated with strong bones and is recommended for kids
and for older women especially. Full cream milk on the
other hand is high in calories and saturated fat and has
been linked with heart disease and should be avoided, the
researchers say.
Next comes diet soft drinks ? drinks sweetened with
artificial sweeteners rather than sugar. They do help
people lose weight, compared to sugary soft drinks, the
research suggests. There's no evidence these sweeteners
are harmful, but there?s no evidence that they?re safe
over the long term either.
