Why is Uganda Interesting Uganda is one of the few African
countries where rates of HIV infection have declined, and it
is seen as a rare example of success in a continent facing a
severe AIDS crisis. Uganda's policies are credited with
helping to bring adult HIV prevalence (the proportion of
adults living with HIV) down from around 15% in the early
1990s to around 5% in 2001. At the end of 2005, UNAIDS
estimates that 6.7% of adults had the virus. The country is
seen as having implemented a well-timed and successful public
education campaign.

Dr. Alex Coutinho, a Ugandan-born public health physician, has
been working with HIV since 1983. From 1989–2001, he worked in
various capacities in Swaziland and was involved in setting up
the early responses to the HIV epidemic there. From 2001 to
present, he has served as the Executive Director of The AIDS
Support Organization (TASO), the largest HIV care and
treatment organization in Africa.

Two-thirds of adult Canadians surfed the Internet in 2005,
and those living in larger cities were much more likely to
have done so than those in rural areas and small towns,
according to the new Canadian Internet Use Survey.
An estimated 16.8 million adult Canadians, or 68%, used the
Internet for personal non-business reasons during the 12
months prior to the survey.
Only 58% of residents living in small towns or rural areas
accessed the World Wide Web, well below the national
average. In contrast, rates in Canada's largest census
metropolitan areas ranged from 68% in Montréal to 77% in
both Ottawa–Gatineau and Calgary.

Canada is not doing enough to help the world's poor -- thanks
in part to its miserly foreign aid -- a new study released
Sunday says.
Canada
ranks 10th among the world's 21 richest countries, thanks in
part to its weapons sales to Saudi Arabia and miserly foreign
aid, said the study, published in Centre for Global
Development and Foreign Policy magazine.
The Netherlands came out top, but even that country wasn't
doing a particularly good job of improving life for the 2.7
billion people who subsist on less than $2 a day, said David
Roodman, lead author of the third annual Commitment to
Development Index.
"Indeed, the main reason the Netherlands came out on top is
because others stumbled," Roodman states in the report.
Japan, which came bottom in the ranking, is described as the
most inward-looking nation in the group.
It offers the least aid for its size, imposes high tariffs on
imports, does little peacekeeping and welcomes few immigrants,
the report says.

Housing Starts Will Slow in 2007

OTTAWA, August 14, 2006 — Housing starts will register
another strong year in 2006, according to Canada Mortgage
and Housing Corporation’s (CMHC) third quarter Housing
Market Outlook, Canada Edition report. Starts will reach
227,900 units in 2006, before decreasing to 209,100 units
next year. Although residential construction will ease,
2007 will mark the sixth consecutive year in which housing
starts exceed 200,000 units.
“Housing starts this year will be stronger than previously
forecast, mainly due to persistent strong demand in Alberta
where starts will increase by 20 per cent in 2006,” said
Bob Dugan, Chief Economist at CMHC.“Higher mortgage
carrying costs, due to modest increases in mortgage rates
and rising house prices, will temper housing demand in
Canada in the latter part of this year and next.”
Existing home sales, as measured by the Multiple Listing
Service (MLS®), will register their second best year on
record with 481,700 units in 2006, a slight decrease
compared to the previous year. A rising supply of listings
will give home buyers more choice thereby reducing the
spillover effect into the new home market. The level of
MLS® sales will remain high in 2007 at 462,200 units, their
third highest level on record.However, marginally higher
mortgage carrying costs will ease demand for existing homes
in many centres across Canada.
Strong MLS® price growth in the western provinces will push
the Canadian average price increase to a 17-year high of
12.0 per cent in 2006. In 2007, higher listings and lower
MLS® sales will move the resale market toward more balanced
conditions, and growth in average MLS® prices will slow to
6.4 per cent. |

The purpose of the visit is precisely because I want to see
again the places where I grew up, the people who touched
and shaped my life. I want to thank these people. Naturally
I also want to express a message that goes beyond my
country, just as my ministry calls me to do. I simply let
the liturgical recurrences suggest the themes to me. The
basic theme is that we have to rediscover God, not just any
God, but the God that has a human face, because when we see
Jesus Christ we see God. Starting from this point we must
find the way to meet each other in the family, among
generations, and then among cultures and peoples as well.
We must find the way to reconciliation and to peaceful
coexistence in this world, the ways that lead to the
future.
Today there are Indian and African priests in Europe, even
in Canada, where many African priests work in a very
interesting way. There's this reciprocal give and take.
It's become more difficult to believe because the world in
which we find ourselves is completely made up of ourselves
and God, so to speak, doesn't appear directly anymore. We
don't drink from the source anymore, but from the vessel
which is offered to us already full, and so on. Humanity
has rebuilt the world by itself and finding God inside this
world has become more difficult. |

From Independence to Good Governance

It has taken 59 years for India to transform itself from
agrarian economy into a nuclear power. In that time, it
has also become a global centre for Information Technology
and a leader in drug research, satellite technology and
super computing.
Though India completes 59 years of Independence on August
15, 2006, Goa sees Indian flag flown on the Independence
Day for 45th time, as it joined national mainstream
fourteen years latter. Goa’s march forward began on
joining the mother country in a democratic and independent
polity. The independence brought to Goans an opportunity
of self rule after a long time of suppression from all
sides. Our founding fathers of Constitution choose
democracy not to please any one, but because Indians
believed that democracy would enable India to stay united
and make progress in the modern world. Democracy is
valuable to us more than any other system as it
facilitates the involvement of all sections of the people
and gives inner strength. It is said : “democracy is the
most demanding of all forms of Government in terms of
energy, imagination and public spirit required of the
individual. If any nation wishes to survive in the modern
struggle, if it wishes to recover or maintain Swaraj it
must awaken the people and bring them into the concious
life of the nation, so that every man may feel that in the
nation he lives, with prosperity of the nation he
prospers, in the freedom of the nation he is free”.
When, rest of India completes 59 years and enjoys the
position of world’s fifth largest economy, the Goa State
in its 45th year has been ranked as No. 1 State in the
country on account of its impressive socio economic
indicators. It has not only the highest per capita income
but also a very high rate of literacy besides a very good
network of health care with the result it has been able to
achieve an overall growth rate of 10%, something which
other states in the country cannot boast of.
Goa is considered as an advanced State of the country due
to its all round development and growth.
After Independence in 1947, India developed a model
referred to as the planned economy. Key sectors were
reserved for government monopolies, and private companies
operated under a restricted licensing policy. While many
achievements were possible in the planned economy,
consumers did not get the benefits of competition. After
1991, licensing was abolished and most sectors thrown open
to competition and the economic growth rate was
accelerated. The Independence also gave an opportunity to
lift the people who had remained oppressed for centuries
and also because we had to fight and vanquish the evils
that had crept in due to feudalism, casteism and
superstitions and were responsible for our backwardness.
The planned development process was started in Goa only in
1963, twelve years after the planning process commenced in
the country. The state thereafter had to make special
efforts to keep up with the expectations.
In the democratic Goa for the last 45 years, the
successive Governments have made efforts to wipe out every
tear from the eyes of the people. Compassion, kindness,
charity, benevolence and concern for peoples’ welfare are
reflected in our policies for socio economic development.
Freedom and self Government imparted a scientific temper
to the welfare programmes. In fact, true to ritual meaning
of Independence, development is reflected in the measures
taken to protect underprivileged, eliminate poverty,
remove social and economic disparities and provide
employment to the people.....Today we find the justice -
social, economic and political - has been realised and
benefits of our economic growth are reaching to the people
particularly because the government is working towards a
secular and prosperous Goa.

Goa airport turns a fortress
VASCO, Aug 11: With the
introduction of closed circuit TV cameras, added CISF
personnel, armed patrol teams, a new security drill that
includes biometric measures and frisking of passengers,
international and domestic passengers may find Dabolim airport
turned into a fortress. With an average of 56 flights arriving
and departing from Dabolim airport each day, about 8,000
passengers will have to contend with the new security
measures. The numbers are expected to swell due to the
prolonged holiday spell from August 12 to August 16. (H)

Setting up of new architecture college opposed
PANJIM: The setting up of
a new architecture college (in Benaulim) has been opposed by a
section of the architects on the ground that there is no need
for another institution at the cost of the 25-year-old Goa
Architecture College amidst claims of a decline in demand for
this discipline during the last five years. The Goa
Architecture College had 22 seats at the outset and the intake
capacity was later increased to 40, but was brought down to 30
in view of the dwindling admissions during the past few years,

CEE ranking eludes Goans
PANJIM, Aug 13: In what
may be seen as another classic example of Goan students
lagging behind in the educational field nationally, not a
single Goan has secured a place on the national level Combined
Entrance Examination (CEE) in the last 15 years. The
Jawaharlal Nehru University, New Delhi conducts the CEE.
Nearly 21,000 students from India appear for the CEE each

In Vasco, among the oldest electronic shops, Preeti
Electronics has completed almost 25 years of existence. It was
in 1982 that the Asian Games were being held in New Delhi. The
business-minded husband wife duo - Simon and Felicity D'Souza
- could not have started the business at a more lucrative
period. Television was making its presence felt, the Asiad was
being held in India, and people made a beeline to buy
television sets... Simon D'Souza is an ex-MLA and ex-deputy
speaker of the Goa assembly. He is also an active social
worker. Felicity too does her part in social work and she has
also been the ex-councillor of Mormugao Municipal Council.
Simon has now added a spiritual angle to his activities by
helping people travel for a retreat to Potta in Kerala. (Adelmo

Unproductive Employees Costing German Companies

A new study indicated that lack of productivity
in German companies is costing billions each year. While some
amount of chatting can be good for business, the endless
cigarette breaks and useless meetings add up.
A recent study may have shattered the long-standing stereotype
of Germany being a country of hard-workers. One-third of the
labor time spent in German companies is unproductive, according
to a report by Proudfoot Consulting.
The lost time, consumed by cigarette breaks, chatting and
useless meetings, added up to a national loss of 219 billion
euros ($282 billion) in 2004 -- nearly 10 percent of the gross
domestic product.
"The concept of economizing has got a bad rap in Germany," said
Friedrich Kerker, a professor from the Institute for Applied
Innovation Research at the Ruhr University in Bochum.
In Germany, a country poor in natural resources, the economy
runs on information and ideas, which makes the employee, and
interpersonal communication between employees, even more
important.
The communicative coffee break, then, may contribute more to
productivity when practiced in moderation than if it were to be
eliminated altogether. |

A research study conducted in the former Toronto Board of
Education shows that Chinese Canadian youth were 20% more
likely to get into university than their non-Chinese peers.
41% of Chinese Canadian youth were high achievers, compared to
26% among other youth. However, the same study also shows
Chinese Canadian youth lagged far behind their non-Chinese
peers in the other areas, which are important ingredients for
effective leadership. Chinese Canadian youth rated 55% in
social skills, 32% in oral skills, 46% in problem-solving
skills, and 32% in leadership skills, while non-Chinese youth
rated 74%, 58%, 57% and 54% respectively. Ms. Maria Yau, one
of the principal investigators of the study, presented the
findings.
Dr. Ernest Cheng, the Managing Director of Canadian Test
Centre (CTC) and the publisher of the Canadian Achievement
Test (CAT) series points out that the immigrant parents of
Chinese Canadian youth have a significant influence on their
academic decision and career choice. Professor Wilfred Fong,
the Associate Dean of the Faculty of Business and Information
Technology at the University of Ontario Institute of
Technology (UOIT) reminds us to look at the leadership roles
that many of Chinese Canadian youths will take in the future,
especially in a multicultural and hi-tech society that we are
living in. He believes that leaders are made, not born.

of the countries on President Bush's list and, given the
decline that has been seen in its HIV prevalence, is being
held up as an example of good planning and action that
others should emulate.
