Domestic Violence Concern in Canada’s South Asian Community
After violent attacks on women from
the Indo-Canadian community, Surrey MP Nina Grewal urged
tougher laws in order to save more lives in the future.
Laws such as minimum mandatory sentences are needed to help
women in domestic-abuse situations, said Ms. Grewal,
Conservative MP for Fleetwood-Port Kells.
"We need tougher laws so criminals don't dare do anything.
This should not be happening, and there should be zero
tolerance."
"I know that new immigrants, when they come to a new
community, they face challenges," she said. "It is a big
problem, and women shy away from talking because they don't
want to give the family a bad name. 'If I tell the police or
anyone in authority, my husband or in-laws won't like it.' "

OTTAWA—The federal government needs to make a dramatic
move such as limiting the number of foreigners who can
apply to enter Canada if it hopes to tackle the ballooning
backlog of applications, a former immigration minister
says.
Judy Sgro says she had the support of the former Liberal
cabinet for a sweeping — and controversial — overhaul that
would have all but eliminated the immigration backlog that
now stands at 800,000.
"The world looks to Canada like we have this great
immigration system. We do, but you're not doing the system
justice by taking applications that aren't going to get
processed for years and years and years," she said.
"It doesn't make any sense to us to be continually taking
these names ... the reality is we need to change the
system," Sgro said in an interview yesterday.

Citizenship and Immigration Minister tables the 2006 Annual
Report to Parliament on Immigration

OTTAWA, October 31, 2006 — The Honourable Monte Solberg,
Minister of Citizenship and Immigration Canada, today
tabled the 2006 Annual Report to Parliament on Immigration.
The report outlines Canada’s initiatives over the past year
to attract and welcome newcomers, and provides a projection
of the number of people expected to become permanent
residents in 2007.
“Canada’s new government believes that immigration should
play an important role in building our country and helping
our economy grow,” said Minister Solberg.
Canada plans to accept between 240,000 and 265,000
newcomers as permanent residents in 2007. This is an
increase from the planned range of 225,000 to 255,000 set
out in last year’s Annual Report.
In tabling the Annual Report, Minister Solberg emphasized
that it is also important to make sure that services and
supports are in place to give immigrants every opportunity
to succeed in their new home. In Budget 2006, the
government committed $307 million in additional funding,
for language training and other services that help
newcomers settle in their communities. As well, $18 million
was allocated towards establishing an agency for the
assessment and recognition of foreign credentials. These
measures support the long-term success of newcomers to
Canada. |

Progress on Canadian Goan Centre
Members of the Canadian Goan Centre met in Mississauga
(Ontario) on November 5, 2006 for a briefing by the
Steering Committee. The mandate given to the Committee at
the inaugural meeting on October 1st 2006 was to explore
various options for the setting up of a privately funded
community center in the Mississauga area, capable of
accommodating at least 400 persons.
In summary, the Committee reported the following:
• The initial proposal for converting an existing
freestanding building, currently used as a
school, was not viable due to parking and other licence
limitations.
• Converting an existing industrial building was capital
intensive and would not meet
community needs.
• A new build was viable, but would need time to plan, and
given the possible decline in the
commercial property market, a long term planning horizon (~ two years
plus) was the
prudent approach at this stage.
• A lease option can be viable and could give the Goan
Community access to a facility by
the spring of 2007.

Liberals and conservatives both pride themselves on
speaking out for the truth, on thinking critically. But
too often both are deluded as to what it means to be
critical.
Generally we think of a critic as someone who debunks
what's false, heretical, naive, inflated or superficial.
Partly that's true, but it leaves too much room for us -
liberals and conservatives alike - to criticize others
according to our own image and likeness.
What does it mean to be critical? The word comes from the
Greek word kritus, which refers to a judge. A judge (a
critic) is someone who hears the evidence and then tries
to make a judgment concerning guilt or innocence. What's
important then is not to debunk, bash or challenge, but to
tease out the truth without pre-judging as to where it
might lie and then to make sure that it gets a fair
hearing.
A good critic, therefore, is someone who agitates for
fairness, objectivity, depth, wholeness and aesthetics,
without first self-defining himself or herself as
belonging to one camp or the other.
But this is difficult to do because too many things derail
objectivity. Our minds and hearts simply have too many
subjective crevices.
This is one of the insights given us by many of the great
minds of the recent past, Einstein, Heisenberg, Durkheim,
Freud, Jung, Lonergan and Habbermas. All of these concur
on the fact that virtually all of our judgments are shaped
and coloured by perspective, temperament, ideology,
self-interest and historical conditioning.
It's not easy to criticize something on anything other
than self-interest. Most criticism is a form of
autobiography. It tells us more about the critic than
about the issue. Sadly, too, the same is often true too
for much of what passes for research.
Given the truth of that, it's fair to ask whether it's
even possible to think a truly critical thought.
Perhaps that's overly skeptical, given that there is
within our conscience a critical faculty that has a
grounding in something beyond temperament and historical
conditioning. Be that as it may. What all of this suggests
is that we should be more humble, more careful and more
self-critical in what we consider to be critical thought.
Our criticism must be much more self-scrutinizing if it is
to be based upon anything more than ideology and private
likes and dislikes.
True criticism starts with the admission that we, like
everyone else, are far from objective. All of us think and
feel through a certain software, a pre-ontology, a bias
(in common language). It is never a question of "Are we
biased?" but only a question of "What are our biases?"
But this doesn't mean we can't attain truth. The task of
being critical is not to rid oneself of all bias (an
impossibility, even if it were desirable). The task of
critical thought is instead to have the correct bias, to
think and feel through the right software.
Jesus tells us "The pure of heart will see God," that
there is a certain internal attitude that will make us see
straight. What constitutes this attitude?
I like the answer given by the medieval philosopher and
mystic, Hugo of St. Victor. His axiom for objectivity was:
"Love is the eye!" For Hugo, we see things properly and
objectively only when we see them through the eyes of love
because then we see them the way God sees them.
This is the critical eye: We see straight, objectively,
when we look out at the world with the eyes of love. When
we see things with sufficient compassion then, and only
then, are we good judges, critics in the best sense.
John of the Cross says essentially the same thing when he
suggests that we attain purity of heart when our
motivation is the same as Christ's, when our reasons for
interacting with others and the world issue from a real
desire to help bring about a permanent community of life
among all people and all things.
When we think and feel like that, which is how Jesus felt,
then our thoughts and actions are genuinely critical. We
will criticize the status quo or try to conserve it on the
basis of whether it is aiding or hindering this community
of life, and not on the basis of temperament, personal
neuroses or the adolescent urge to "kill the king."
True criticism, unlike so much of what tries to pass
itself off as criticism today, is marked by a deep
compassion. Beyond this, it is recognized by its openness,
its respect for those with whom it disagrees, its
self-criticism and its keen sense of the importance of
aesthetics and enjoyment.
True criticism radiates charity, joy, peace, patience,
goodness, long-suffering, fidelity, faith, mildness and
chastity - and, not least, a good sense of humour. |

Carrying of plastic bags
to be banned in Panjim soon
PANJIM: Carrying plastic bags in the city would incur a
fine as the Corporation of the City of Panjim has decided to
impose a ban on carrybags shortly in a bid to curb the menace
of non-biodegradable wastes in the capital. The CCP meeting
approved the decision but its implementation may take some
time even as CCP Mayor Tony Rodrigues said the help of NGOs
would be enlisted in the attempt to curb the generation of

Save Old Goa Action
Committee formed
PANJIM: Reacting to the government's decision to go ahead with
plans to set up a garbage treatment plant at Bainguinim,
activists, politicians and citizens have formed a Save Old Goa
Action Committee, which will launch an agitation against the
government, commencing from Friday. Speaking to GT, Advocate
Aires Rodrigues said, "Both the Old Goa sarpanch and the local
MLA have threatened to resign from their posts, if the

Giving Konkani Films Due
Recognition
There
are many famous Konkani films which should get due recognition
at the IFFI and the artistes should be honoured. January 31st
is a memorable day in Konkani cinema when Al Jerry Braganza
influenced by the Konkani novel of Dioguinho D'Mello decided
to to do a film based on it and did the mahurat on this day.
Within one year the film "Mogacho Anvddo" was released on
April 24, 1950, at Mapusa. The second Konkani film "Amchem
Noxib" was released in 1963 under the banner of Frank Films.
The film was a super duper hit. The songs of this film are
popular even today. Film "Nirmon" by Frank Fernandes was
released in 1966. This film also was a hit. In 1967, again Al
Jerry Braganza released his second film "Sukhachem Soponn"
under the banner of Helen Productions. This film had melodious
music and lyrics by Alfred Rose. "Mhoji Ghorkarn" was released
in 1969 under the banner of Movierama. In the year 1970
Britona Films came up with its new release "Kortubancho
Sounsar". The dialogues of this film were written by Reginald
Fernandes. Soon Ambika Films came out with its film "Jivit
Amchem Oxem" by Muthu Krishan Das. In 1975, again Ambika Films
came out with another film "Bogllant" based on the tiatro "No
Vacancy" by Prem Kumar. In the year 1977, United Youngsters of
Mangalore brought out the first coloured Konkani film called "Mog
ani Moipass". Same year Chris Perry any Tony Coutinho brought
out another coloured film "Buierantlo Munis" under the banner
of Chripton Motion Pictures. The film had music by Chris Perry
and playback singing by Asha Bhosle. In 1978, Konkan Pictures
of Mangalore came out with its film "Tisri Chitt". In 1981,
Saraswat Konkani people brought out "Jana Mana". In 1982,
Priya Productions brought out "Suzane". This film had lyrics
by Alfred Rose and playback singing by Manna Dey and Bhupinder.
In 1980, the GSB mandal brought out "Tapaswani" followed by
the last film "Giresthai" by Muthu Krishan Das. The film had
Christopher and Meena Leitao for its cast. Film culture has
come to stay in Goa and a lot of good films like "Shitu", "Dekhni
Durai", "Aleesha", "Kanteantlem Ful" and others have been

Mystery fever strikes
Bardez village
OXEL: In a strange occurrence in the village of Oxel, near
Siolim in Bardez, a mysterious sickness has crept into two
small vaddos inhabited by the fishing community, and its
residents are unaware of what it is that has afflicted them
over the last two months. This sickness has limited its
tentacles within an area of around 500 metres, in the tiny
wards of Batti and Ramtari vaddo, which are hedged between two
culverts. Almost every housed here has at least one family
member who has fallen sick, and in one case an entire family
was admitted to the Primary health Centre at Siolim. [GT] |

Dr.
Hilary Rodrigues of Markland was born in Tanzania and moved
to Newfoundland in 1975.
Surrounded by the natural beauty
of his new home, Dr. Rodrigues saw the potential of
Newfoundland and Labrador’s wild fruits and berries. He was
inspired to resurrect the local wine-making tradition and
transformed an old, rural cottage into Newfoundland’s first
berry winery. His first batch of three hundred cases sold
out in a week. Before long, the company could produce
25,000 cases a year. Now, the winery is looking at
exporting overseas. Tours of the facility are already
available in seven languages: Italian, Swahili, Bulgarian,
Gujaradi, Hindi and Canada’s two official languages.
Dr. Hilary’s business is a testament not only to the
multicultural nature of Canada, but also to the potential
that this country offers to newcomers. His wines have won
many awards and his dedication and entrepreneurship have
won him success. Recently, Dr. Rodrigues founded a new
company called Natural Newfoundland Nutraceuticals, which
will produce wellness products and power juices from
nothing other than Newfoundland and Labrador berries. He is
also adding 60 new jobs to the local community. |

The 2006 Corruption Perceptions Index (CPI), launched in
November 2006 by Transparency International (TI), points to a
strong correlation between corruption and poverty, with a
concentration of impoverished states at the bottom of the
ranking.
The 2006 Corruption Perceptions Index is a composite index
that draws on multiple expert opinion surveys that poll
perceptions of public sector corruption in 163 countries
around the world, the greatest scope of any CPI to date. It
scores countries on a scale from zero to ten, with zero
indicating high levels of perceived corruption and ten
indicating low levels of perceived corruption.

These and similar sentiments echoed the feelings of 60
enthusiastic bowlers as they enjoyed the first Mixed
Bowling Extravaganza organized for TEGSA members.
It was a “members only” sold out event as 60 players
participated in a 5 Pin -12 Lane – 3 games of 10
frames each – Bowling Competition.
MARKHAM BOWLING CENTRE was rented exclusively to TEGSA,
and members took full advantage of the lounge
facilities, the cash bar, the intermingling and
teasing, the delicious Haka Chinese Dinner, the
Halloween chocolates and of course, the bowling.
Winners of the Tournament were: Tony Fernandes, Doreen
Mendes, George Siqueira, Flavia DeSouza and Audrey
Pereira and each was presented with a bottle of wine.
A prize was also awarded to Rose Fernandes, the
highest lady scorer. Random lucky members were drawn
and winners were given gifts. But in fact, all of us
were winners as we all wound up having a most
enjoyable evening.

TEGSA PAINTS LAS VEGAS RED!

On Sunday, Oct15, 06 Thirty Nine enthusiastic TEGSA Members
and Guests boarded Skyservice for Las Vegas, to paint the town
red!
Our first taste of Las Vegas on arrival at the Imperial Palace
Hotel was VOW……….
Everyone soon got used to the waiting and huge crowds
everywhere we went. The hotel was indeed in a great location
on the strip. From then on it was Viva Las Vegas !
Despite the fact that everyone did their own thing during the
4 nights, 5 days stay, there was that “group” concept as
people shared information whether they discovered sights,
bargains for shows, dining etc. when they bumped into each
other. One group discovered that a café off the strip at Ellis
Island served up a delicious soup or salad along with a great
tasting meat entrée of beef, lamb or fish with potatoes and a
vegetable for $4.95! The next day two more groups ate there!
Another group was well pleased with the Seafood Buffet at the
Rio and the little parisienne-style café at the Paris Hotel.
