Lucien Bouchard last month in a televised interview,
tongue-lashing Quebecers for their poor work ethic. The
province's economic situation, as he saw it, was akin to
treading water: people had grown accustomed to a
comfortable standard of living based in large part on
government programs and services -- everything from
education to health care to generous public pensions --
but had given little thought to how those bills get paid.
"There is a level of comfort [right now] that is dangerous
because the days ahead will not be easy, they will be very

The India story appears to have entered the virtuous
cycle. That is the impression you get when you hear the
plans Canada’s government and companies have for India.
Having realise d that Canada’s trade with India was
miniscule, and no Canadian company had a significant
exposure to India, Canada is now trying to engage India at
multiple levels.
From federal government, to provinces, and finally
individual corporates, at all levels there is a
realisation that business with India can be larger.
In recent months, there have been visits by government and
business delegations at various levels. How serious is the
effort? Between November 2006 and May 2007 one or the
other Canadian delegation will travel to India at least
once a month.

Canadians living on the edge: study
TORONTO, Dec. 7 /CNW/ -
An important wealth survey released today by Statistics
Canada provides further evidence that what Canadians
believe about inequality in Canada is in fact true.
The survey shows that wealth is extremely unequally
distributed -- and Canadians are taking on heavier debt
loads in order to keep up.
"Economic insecurity is on the rise," says Hugh Mackenzie,
research fellow with the Canadian Centre for Policy
Alternatives (CCPA). "An uncomfortably large proportion of
Canadians are living so close to the line that they are
unable to save for retirement.
"This potent mixture of high debt and no pension savings is
a recipe for future economic distress -- especially when
the economy takes a turn for the worse, which it will."

The reason why I became involved in politics is my belief
in this nation we call Canada. I believe in this great
country of ours, and I believe in one nation, undivided,
called Canada. This is a fundamental principle for me, not
something on which I can, or will, compromise. Not now,
not ever. While I am loyal to my party and to my leader,
my first loyalty to this nation we call Canada.
It is for that fundamental principle that I cannot support
the motion recognizing the Quebecois as a nation
I believe that recognizing the Quebecois as a nation, even
within a united Canada, is nothing else than the
recognition of an ethnic nationalism, and that I cannot
support. It cannot be interpreted as the recognition of a
territorial nationalism, since it does not refer to a
geographic entity, but rather to a group of people.
I also believe that recognizing the Quebecois as a nation
will provide the sovereignists with an argument that they
will use to confuse Quebeckers in any future debate on
sovereignty. They will argue if the Quebecois are a nation
within Canada, the Quebecois are certainly a nation
without Canada.
I believe in one nation undivided called Canada, based on
a civic and not an ethnic nationalism. For hundreds of
years, almost every Canadian was of either British or
French descent and we had two ethnic nationalisms
reflective of that, one a British ethnic nationalism, the
other a French ethnic nationalism. By the 1960s, Canada
was no longer homogenously made up of those of British or
French ethnicity, and we decided to reject these dual
ethnic nationalisms for a new tripartite approach. This
approach adopted a civic nationalism, official
bilingualism and official multiculturalism as the basis of
a new vision for citizenship. This civic nationalism
recognized that all citizens, regardless of their birth or
ethnic origin, regardless of whether they had been here 4
or 400 years, were full and equal citizens in Canadian
society. The duality of our country, the English and the
French fact, were recognized through the policy of
official bilingualism. Official multiculturalism ensured
that all groups in Canada, whether of French or English
descent, whether of African or Asian descent, whether they
be of any other descent, would be recognized and
celebrated.
I want to emphasize that I believe in the uniqueness of
the French fact of Canada. I also believe that we must
ensure not only its survival, but its flourishing. But I
believe that this is best accomplished through the
policies of official bilingualism and multiculturalism,
and above all that it is done not by retreating into our
solitudes, but rather by engaging each other through a
common civic nationalism.
I have reflected on this over the last five days, trying
to see if I could reconcile voting for this motion. I
cannot.
I also want to add that the Prime Minister was presented a
difficult dilemma by the Bloc Quebecois, and I do not
fault him for what he felt he had to do.
I also have faith in the Prime Minister and in the
government’s agenda. I believe that the government is on
the right track with its accountability package, with its
environmental initiatives, with its crime and justice
proposals and with its economic plan, and I believe that
Canadians do as well. I also believe in our party. I have
been a life long Conservative and I remain so.

In an article in the Independent recently the following
was mentioned:
With its huge, aspirational middle class -highly skilled
and self-confident and determined to succeed, India seems
to have more in common with first world economies of
America and Europe. This is an India already fully
integrated into the global economy, a smart,
enterpreneurial, go-getting India which defies sthe chaos
from which it has sprung. It is an Indian software company
which is behind the techonology used in London's
pioneering congestion charging system. The £4bn bid by
India's Tata for Corus the Anglo-Dutch steel maker is
symbolic of the ease with which the new India is able to
tap into Western capital markets to undertake transforming
deals and investment. The international zeitgeist which
once centered on China has moved to India which with its
youthful and fast growing population, its robust legal
system, rule of contract, respect for intelectual property
rights and above all its proud democratic tradition. With
Wall Mart coming to India and Mukesh Ambani also setting
up super markets --the future is being made by India's
young. No wonder in a recent survey Indian youth were
found to happiest of all youths in the world. For those of
us from East Africa who had a tendency to look down on
India-this scenario is almost unimaginable--but there were
a lot of who had never doubted India's ability to rise

Public rally to
protest 'Regional Plan 2011'

Save Goa Forum will organise a massive public rally to
protest against the 'Regional Plan 2011' at Azad
Maidan on December 18 at 3 pm. According to Save Goa
Forum convenor Dr Oscar Rebello, "Goa, today, is at
the crossroads of her very existence. Her soul, her
identity and her beauty is being mercilessly sold off,
all for the petty gains of a petty few, in the guise
of sinister Goa Regional Plan 2011." "Besides the
destruction of Goa's beauty, her culture and her
heritage, we are set to witness an unprecedented
social disaster if mega five-star projects like
townships, condominiums, golf courses, resorts take
root in our precious land. Besides being greedily
resources intensive all these megalomaniac projects
envisaged in the 'Regional Plan 2011' will trigger off
a wealthy and powerful new wave of migrant influx who
have the potential to relegate indigenous and already
settled Goans into a politically irrelevant minority
in their own land. Also Goa's already over-burdened
infrastructure, garbage and sewerage disposal and law
and order situation will collapse if this plan comes

River Princess
to 'disappear' from Goa coast
PANJIM:
Finally, the 'reign' of "MV River Princess" over
Sinquerim coast will come to an end soon, much to the
relief of the citizens and environmentalists alike.
The vessel, which ran aground off Sinquerim coast in
June 2006, will now be re-floated and towed 12
nautical miles from Goa coastline within the next
three months. Speaking to reporters after launching
the re-floating work at Sinquerim, Deputy Chief
Minister, Dr Wilfred de Souza said that the vessel had
become an eyesore and a nuisance for the lat six
years. He said that the contract had been awarded to
M/s Jaisu Shipping Company Pvt Ltd, Kandla, and added
that his priority would be to see it disappear from
the coast of Goa. "We are paying them Rs.5.5 crore to
refloat and tow it away," he said. [GT] |

Willy warns
action against encroachments by shack owners
PANJIM: Expressing
concern over the large scale encroachments by shack
owners at the Sinquerim beach, Deputy Chief Minister
Dr Wilfred de Souza warned that the tourism department
would initiate action against them. Dr de Souza, who
had gone to launch the re-floating work of the
grounded vessel at Sinquerim was shocked when he found
that most of the shack owners had violated the terms
and conditions and had put up more beach beds and
umbrellas than the sanctioned numbers and a large
number of chairs and tables and that too near the sea

President to visit State
PANJIM, Dec 7: The
President of the Republic of Portugal is scheduled to
visit Goa in January next year to witness the signing
of a historic Memorandum of Understanding between the
Chambers of Commerce of Goa and Lisbon. Various
aspects pertaining to exchange programmes between Goa
and Portugal on technical strengths, transfer of
technology, joint venture promotions will form a part
of the MoU. To set the stage, Ambassador of Portugal
to India, Joaquim Marques, was in Goa earlier this

examine status of Christians: Dr John Dayal
PANJIM: "An
equivalent of the Justice Sachar report set up for
Muslims should also be set up for Christians in
India," said the All India Catholic Union national
president Dr John Dayal. He said that the main reason
for his Goa visit was because there was no media
hostility in the state as compared to places like
Madhya Pradesh and Delhi. He also spoke about the
pathetic conditions of Dalit Christians outside areas
like Goa, Mumbai and Andhra Pradesh, a majority of the
Catholics in India are Dalits. They suffer as much as
their Hindu and Muslim brethren, yet there are no acts
to protect them. Their literacy level is about 40 to
47 per cent despite there being over 50,000 Catholic

Israel To Open
Drug Rehab Centre In Goa

JERUSALEM: Israel will open a drug
rehabilitation centre in Goa to provide treatment to
its young "backpackers" who abuse drugs during their
stay in India, officials here said. Some 2,000 out of
the 40,000 Israelis who visit India every year are
thought to be taking drugs, many of them backpackers
(budget travellers).
About 600 of them are brought back badly hurt. A
centre called Beit Ha Haam (the warm house) has been
operating there for almost six months and the Israel
Drug Authority is pitching in with further support,
officials said.
The centre will be formally launched next week during
the visit of deputy Prime Minister and Minister for
Trade and Industry, Eliyahu Yosef. Yosef will also be
meeting Israeli backpackers in Goa during the trip.
The issue of Israeli youngsters taking drugs in India
is being seen with concern and the director of Israel
Drug Authority, Haim Messing, will be accompanying the
deputy Prime Minister during the trip.
The Israeli embassy in New Delhi is also considering
launching an awareness campaign issuing a "Do's and
Don’ts" brochure for Israeli travellers. |

by Hasi Chaolu, won the Golden Peacock Award at the
37th International Film Festival Of India (IFFI)
today.
The 105-minute film, produced by Li Shuihe, is a story
about the pure art of the barbers in Beijing.
The top award consists of a citation and a cash prize
of Rs ten lakh. (22,421 U.S. dollars)

An era of medical history ended on November 24, 2006 when Dr.
Joe de Mello closed his medical practice in the west Toronto
area. Dr. Joe served as a family physician for 35 years and
was the founder of the Lakeshore Medical & Professional Centre
at 3170 Lakeshore Blvd West.
Known as Dr. Joe in Canada, he was born Assumption Joseph de
Mello in Kenya, and went to Dr. Ribeiro Goan School, Nairobi,
(Class of ’57). He received his medical training at King’s
College Hospital Medical School, London, England, and was one
of the first Goan family physicians in the Greater Toronto
Area. He served on the Staff of St. Joseph’s Health Centre.
Toronto and Trillium Health Centre, Mississauga.
His practice brought quality medical care to the depressed and
neglected New Toronto Area as it was then. He developed a
special interest in the non-surgical treatment of varicose and
spider veins, and also undertook eye examinations for those
needing eye glasses. He played a pivotal role in establishing
the Lakeshore Village Walk-In Medical Clinic – delivering much
needed prompt health care to area residents.
Dr. Joe was also appointed Medical Examiner to Citizenship and
Immigration Canada, and to the Workplace Safety and Insurance
Board of Ontario.
In his retirement, Dr. Joe will assiduously continue studying
the piano, an activity he took on late in life to fully
exercise his mind as he says. He will continue practicing
medicine part-time in his Walk-In Clinic, and doing Eye
Examinations.
Dr. Joe & his wife Madeline have made regular trips to Goa for
over 20 years every December, to visit his parents. His late
father, Mr. Pascoal de Mello, served in the Kenya Government
Administration and received the M.B.E. in 1963. (See

His mother, Mrs.Esmeralda de Mello (86), the matriarch of the
family, resides in the family home in De Mello Vaddo in Anjuna.
Dr. Joe’s three brothers are also well known in the community;
Tim – A pioneer on the Goa Internet scene, -Raymond’s band Les
Ombres, well known in entertainment circles, and Stan, a
Social Science Professor on the West Coast.
Historical Note:
The Internet was introduced to the Toronto Goan Community in
1995 at a meeting held in 1995 in the Board Room of Dr. de

December
2nd. 2006 was a milestone year in the life of Maria Braganza,
better known as, "Jane" to family and close friends. To
capture this momentous occasion a small party was held in her
honor at Cawthra Gardens, Mississauga, and the home of Maria.
In attendance were her three daughters, Juliet Rebello
(Mississauga), Isabel Harvey (UK) and Dolly Vienna
(Mississauga), her grandchildren and her 4 great
grandchildren, and some of her close friends. Maria joined her
friends in a sing-along of both Konkani and English songs.

SIMBANG GABI -
NOVENA MASSES BEFORE CHRISTMAS.
The nine masses before Christmas is a Filipino
tradition started by the Spaniards in the 1600`s.
This is commonly known as Misas de Aguinaldo ( Gift
Mass ) or Simbang Gabi ( Evening Mass ). It is
traditionally held at dawn, usually around 4.00 am
in the Philippines. The faithful do their best
to get up early for nine consecutive days and
complete the novena as a sacrifice and gift to the
Lord Jesus for Christmas. Part of this wonderful
tradition is the gathering of families and friends
to share breakfast available outside the Church
after Mass. This tradition is now practiced in
different parts of the world where there are
Filipinos. This tradition will be celebrated at Sts.

Simple Tips To Help Keep
Motorists Safe
QUEEN'S PARK, ON, Dec. 7 /CNW/
- Winter is almost here, and with it, icy
roads and blowing snow. To make sure motorists arrive
safely to their destinations, Transportation Minister
Donna Cansfield offers some simple winter driving
tips.
"One third of all winter traffic collisions are caused
by excessive speed and loss of control," Cansfield
said. "Alert driving and keeping one's vehicle
in good working order are the keys to safe winter
driving."
Here are some simple rules to remember when tackling
winter roads:
- Skidding - Take your foot off the brake and gas,
shift to neutral, and steer in the direction you want
to go.
- Spacing - It takes longer to stop on slippery roads.
Keep a safe distance between you and the vehicle in
front of you.
- Lighting - Turn on your headlights in low light
conditions such as blowing snow and whiteouts. Do not
rely on daytime running lights.
- Plan ahead - Check weather and travel conditions
before leaving. In poor weather, give yourself extra
travel time or wait until conditions improve. It's
best not to take chances if the weather is bad.
- Visibility - Clear snow and ice from all windows,
lights, mirrors and roof of your vehicle for the best
visibility. Loose snow from your vehicle could also
blow onto other vehicles and block other drivers'
vision.
